How many links do we need?

The honest answer is a gap analysis against the competitors outranking you, not a package number. Sometimes the gap is 20 domains; sometimes your authority is fine and the problem is architecture spending it badly.

Do you guarantee placements?

No, and be suspicious of anyone who does, because guarantees mean inventory, and inventory means the sites Google eventually catches. I commit to method, volume of genuine outreach, and full transparency on results.

Can this fix a site hit by a link penalty?

Cleanup and disavow work is its own engagement, and I have run it. Recovery then needs the same durable building this page describes, which is rather the point.
